1. Administrative Management and Grassroots Governance

Yin Xiaomin

Professor and Master’s Supervisor at Zhejiang Shuren University. “Excellent Teacher” of Zhejiang Province’s Colleges and Universities, the First Session of “New Star in the Teaching Team” of Zhejiang Province’s Colleges and Universities, Head of Zhejiang Province’s Famous Teacher Studio, and Trainee of the “New Century 151 Talent Program” of Zhejiang Province. Professor Yin is mainly engaged in theoretical and practical research on regional governance and public policies, and has published more than 100 papers in various academic journals, including more than 20 papers in CSSCI source journals. She has published 3 monographs in national first-class publishing houses, presided over and completed 15 provincial and ministerial programs, and 10 research results have been approved by provincial and ministerial leaders such as the Secretary of the Provincial Party Committee and the Governor. She has jointly trained two graduate students for two sessions by cooperating with Hangzhou Dianzi University. Professor Yin is also a director of Zhejiang Provincial Society for Dialectics of Nature, a director of Zhejiang Provincial Association for Research on Ideological and Moral Education Courses in Colleges and Universities, a member of the Zhejiang Provincial Philosophy and Social Sciences Expert Pool, and an expert in the Expert Group of Hangzhou “14th Five-Year Plan” Philosophy and Social Sciences Discipline.

Wan Guowei

Professor, Doctor, and Master’s Supervisor at Zhejiang Shuren University, Director of the International Exchange Department and the Hong Kong, Macao and Taiwan Affairs Office. Member of the Zhejiang Provincial Committee of the Chinese People’s Political Consultative Conference, High-level Talent returned from overseas, a trainee of the “New Century 151 Talent Program”, and funded by the “Qianjiang Talent Plan”. Professor Wan studied at Gifu University in Japan, and has taught 7 courses, including Research Methods and Paper Writing, to undergraduates. He is committed to research on rural revitalization and grassroots governance, and has presided over more than 10 provincial and ministerial programs such as major commissioned programs of the Zhejiang Provincial Government; published more than 20 papers; received affirmative instructions from provincial leaders for 2 papers; and won 2 “Excellent Scientific Research Achievement Awards for the Universities of Zhejiang”. He is one of the master’s supervisors of public administration at Zhejiang Gongshang University and guides 2 graduate students. Professor Wan also serves as a member of the Culture, History and Learning Committee of the Zhejiang Provincial Committee of the CPPCC, a visiting researcher at Nakamura Gakuen University in Japan, and an expert in the think tank of the Jiaxing Municipal Committee of the CPPCC. He has submitted 5 proposals to the Provincial Committee of the CPPCC, which have been adopted and applied by the Department of Agriculture and Rural Affairs and other departments and bureaus, serving party and government agencies, enterprises and institutions in various parts of our province.

Fan Yilin

Professor, Doctor, and Master’s Supervisor at Zhejiang Shuren University, visiting scholar at the School of Public Policy of Georgia Institute of Technology, USA, and awarded the title of Outstanding Communist Party Member of Zhejiang Province. Professor Fan teaches courses such as Foundations of Management, presided over 2 general programs of the National Social Science Fund, and 1 horizontal scientific research project, and participated in many national and provincial, and ministerial projects as an important member. She published 2 monographs as the first author and more than 10 papers in journals such as “Nankai Business Review”, “Issues in Agricultural Economy” and “Economics and Management”, edited 2 textbooks, and won the first prize of Shaoxing City Philosophy and Social Sciences in 2021. Professor Fan is a master’s supervisor at Zhejiang University of Technology and Zhejiang Gongshang University, and supervises 2 graduate students. She is also a review expert for “Social Indicators Research” (SSCI journal), a peer review expert of the National Social Science Planning Office, and a visiting researcher at the New Rural Research Center of AliResearch Institute.


2. Education Policy and Management

Chen Xinmin

Vice President, Researcher, and Master’s Supervisor at Zhejiang Shuren University. Vice President Chen teaches the introductory courses for the program of public affairs management and provides guidance for graduation theses and is mainly engaged in the research of private higher education and university development. He has presided over and completed 10 provincial and ministerial projects such as the National Education Plan and the Humanities and Social Sciences Projects of the Ministry of Education, and published more than 50 papers in academic journals such as “Research in Educational Development” and “Chinese Social Sciences Today”. He also published monographs such as “Research on the Transformation of New Undergraduate Institutions from the Perspective of Regional Economy” and “Theory and Practice of the Reform of Talent Training Model in Private Colleges and Universities”, and won 8 achievement awards (including teaching achievement awards) at the department level or above. Vice President Chen is the master’s supervisor of public administration at Zhejiang Gongshang University and supervises 2 graduate students. He also serves as an undergraduate teaching evaluation expert of the Ministry of Education, chairman of the National Research Association of Academic Journals of Private Colleges and Universities, and Education Review Expert of the Zhejiang Federation of Humanities and Social Sciences.

Zhou Chaocheng

Researcher, Doctor, Master’s Supervisor at Zhejiang Shuren University, Dean of the School of Public Affairs, “Zhijiang Young Scholar” of Zhejiang Province, provincial young and middle-aged academic leader, and selected into Zhejiang Province’s “New Century 151 Talent Program”. Dean Zhou teaches courses such as Human Resource Management of the Public Sector and presides over two provincial-level education reform projects. He is mainly engaged in research on public administration and related higher education issues, presides over three provincial and ministerial-level projects such as the Humanities and Social Sciences Planning Fund of the Ministry of Education and the Key Topics for the Youth of Zhejiang Federation of Humanities and Social Sciences, has published more than 20 papers, and won the third prize (single author) of the Outstanding Achievement Award of the Fourth National Education Science Research and other awards. Dean Zhou is a master’s supervisor of public administration at Zhejiang Gongshang University and a master’s supervisor of educational economics and management at Zhejiang University of Technology, and supervises four graduate students. He also serves as vice chairman and secretary-general of the Private Education Research Branch of the Chinese Association for Non-Government Education, and serves as an editorial board member of the Journal of Zhejiang Shuren University.

Qiu Kunshu

Researcher, Doctor, Master’s Supervisor at Zhejiang Shuren University, and Outstanding Young Talent of the Leading Talent Training Program of the Universities in Zhejiang Province. Mr. Qiu teaches 3 courses including the management practice for private schools, is mainly engaged in the study on basic education theory, moral education and private education, and presides over the National Youth Program of the National Education Science Planning, the Youth Program of Humanities and Social Sciences of the Ministry of Education, and has published more than 20 papers in journals such as “Educational Research”, “Journal of Educational Studies”, and “Research in Educational Development”, and 4 papers were reprinted in the documents of Renmin University; he also published 3 volumes of the textbook “Morality and the Rule of Law” as the editor-in-chief of the volumes, and participated in the publication of many academic works, textbooks, and teaching reference books. He is also a supervisor for master students in public administration at Zhejiang Gongshang University, and supervises 2 graduate students, as well as the director of the Private Education Research Branch of the Chinese Association for Non-Government Education and a distinguished researcher at Soochow University.


3. Health Policy and Management

Li Lu

President of Zhejiang Shuren University, Professor and Doctoral Supervisor of Social Medicine at Zhejiang University, Expert with Special Allowance from the State Council, Expert in National Postgraduate Education Evaluation and Supervision, Specially-appointed Researcher of National High-end Think Tank, Specially-appointed Researcher of Zhejiang Provincial Government, one of the Provincial 151 Talents (first level/key), and Head of the Base of Zhejiang Federation of Humanities and Social Sciences. President Li teaches courses such as Social Medicine, edits 9 textbooks, including the national planning textbook “Social Medicine”, and has won 1 first prize of national teaching achievement and 2 second prizes of provincial teaching achievement. He was also a senior visitor engaged in government management and public health at the University College London and the University of Chicago. President Li presided over more than 20 programs of the National Natural Science Foundation, the National Social Science Foundation, the National Think Tank and various ministries and commissions of China; published more than 150 papers, including more than 40 on SCI/SSCI journals; won 6 provincial and ministerial science and technology progress awards; taught 29 doctors and 23 masters in social medicine. He also served as a member of the first session of the Public Administration Discipline Teaching Steering Committee of the Ministry of Education and the Honorary Chairman of the Social Medicine Branch of the Chinese Preventive Medicine Association.

Jiang Minmin

Professor, Doctor and Master’s Supervisor at Zhejiang Shuren University, Postdoctoral Fellow in Public Health and Preventive Medicine at Zhejiang University, and Secretary of the Party Committee of Shulan International Medical College. Professor Jiang has been engaged in teaching and research in medical and health management for more than 20 years. He mainly teaches courses such as Medical Statistics and Health Education, and participates in the compilation of national planning textbooks “Social Medicine” and “Health Management”. He has presided over and participated in more than 10 research programs of the National Natural Science Foundation, the National Social Science Foundation, the Ministry of Health, the Zhejiang Provincial Social Science Foundation, and international cooperation programs of ESRC, DFID, and UBS; published more than 50 academic papers, including 16 on SCI journals, and won 4 provincial and ministerial scientific research achievement awards as an important member. Professor Jiang is also a master’s supervisor of administrative management and public administration at Zhejiang Normal University, a master’s supervisor of public health at Zhejiang University of Traditional Chinese Medicine, and has trained 15 graduate students. He is also a member of the Social Medicine Branch of the Chinese Preventive Medicine Association and Vice Chairman of the Social Medicine Committee of the Zhejiang Preventive Medicine Association.

Wang Qunlong

Professor, Doctor, and Master’s Supervisor at Zhejiang Shuren University, Secretary of the Party Committee of the School of Public Affairs, and Vice President of the Modern Service Research Institute (concurrently). Professor Wang teaches 4 courses such as Service Process Standardization and Quality Control, presides over 1 provincial first-class course, and 2 industry-university cooperation and collaborative education projects of the Ministry of Education and Zhejiang Province, and won the first prize of university-level teaching achievement. He edited 1 textbook and has the qualification of a professional skill appraisal assessor in the elderly care industry. Professor Wang is also mainly engaged in the research on health policy and healthy aging, and has presided over 3 Zhejiang Provincial Philosophy and Social Planning Programs and 7 department-level and commissioned programs, participated in 8 national social science fund and provincial platform construction programs, published more than 10 papers, and has received approval and instructions from provincial leaders and 5 reports adopted by government departments. Professor Wang is also a master’s supervisor of public administration at Zhejiang Gongshang University and a master’s supervisor at Zhejiang Normal University, and supervises 3 graduate students. He concurrently serves as the director of the Zhejiang Association of Rehabilitation of Disabled Persons.
