From April 28 to May 1, 2025, Professor Lo Wing-Hung from the School of Governance and Policy Science and Director of the Centre for Business Sustainability at the Business School of the Chinese University of Hong Kong, together with his delegation, visited the School of Public Affairs at Zhejiang Shuren University upon invitation. During the visit, the two sides carried out a series of academic exchange and collaboration activities, laying a solid foundation for in-depth cooperation between the two universities in the field of public administration.
University President Receives Appointment Guests and Deepens Consensus on Cooperation
On the morning of April 29, Professor Li Lu, President of Zhejiang Shuren University, warmly received Professor Lo Wing-Hung and his delegation in Room 509 of the Cha Chi-ming Building and presided over the appointment ceremony. President Li Lu extended a warm welcome to Professor Lo and spoke highly of his research achievements in the fields of public policy analysis, environmental governance, and sustainable development. Professor Lo was appointed as a Distinguished Professor, Academic Advisor, and Overseas Director of the MPA Center. President Li Lu remarked, “Professor Lo’s involvement will strongly promote the internationalization of our public administration discipline. We look forward to making breakthroughs in MPA education and research collaboration in the future.” Professor Lo Wing-Hung expressed his gratitude for President Li's recognition and stated that he would actively promote the sharing of academic resources between the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta region, contributing to the high-quality development of the School.


Establishing an Academic Team and Planning Research Directions
To deepen academic cooperation and foster the growth of young teachers, the School of Public Affairs at Zhejiang Shuren University has established the “Professor Lo Wing-Hung Academic Team,” dedicated to conducting research in the fields of public governance and policy. On the afternoon of April 29, the School of Public Affairs held the inaugural meeting of the Professor Lo Wing-Hung Academic Team. The meeting focused on exploring research topics in cutting-edge areas such as the “digital transformation of public policy” and “regional collaborative governance.” It also featured in-depth guidance and exchanges on team-based academic research, joint project applications, MPA Center development, and the optimization of practice-oriented courses. An initial research plan and cooperative action framework were formulated, marking a solid first step toward joint research collaboration between both sides.
Delivering Academic Lectures and Engaging in In-Depth Interaction with Teachers and Students
During the visit, Professor Lo Wing-Hung delivered an academic lecture titled The Complexity of Environmental Regulatory Governance in the Context of Globalization in the TED Classroom on the Yangxunqiao Campus. The event attracted faculty members from the entire School and over one hundred students. Drawing on his pioneering “Regulatory Triangle Model,” Professor Lo systematically explained the collaborative mechanisms among regulatory agencies, industrial enterprises, and civil organizations in environmental governance. He emphasized the importance of shifting from single-dimensional compliance to multi-stakeholder collaboration. In the interactive session, teachers and students engaged in in-depth discussions with Professor Lo on topics such as model application and policy implementation. The lecture received an enthusiastic response.
On-Site Research and Future Planning: Jointly Shaping a Blueprint for Development
On May 1, Professor Lo Wing-Hung and his team conducted field research at a grassroots cultural governance demonstration site in Hangzhou, where they examined innovative practices in public administration and gathered valuable insights for future collaborative research. During a concluding discussion, both parties outlined the future direction of their cooperation: First, to jointly establish the “Guangdong-Hong Kong-Macao Greater Bay Area–Yangtze River Delta Public Governance Research Center” and host academic forums on a regular basis; second, to collaboratively apply for national-level research projects, with a focus on environmental policy and digital governance; third, to deepen cooperation in MPA education, including joint development of case libraries and mutual faculty exchanges.
This visit marked a new stage in the collaboration between the School of Public Affairs at Zhejiang Shuren University and the Chinese University of Hong Kong in the field of public administration. Looking ahead, both sides will take interdisciplinary integration as a bridge to further deepen industry–academia–research collaboration, jointly cultivate high-quality public administration professionals, and contribute to the modernization of China’s governance system.
