On March 12, 2018, the first visa confirmation ceremony for foreign talents in Zhejiang Province was held in Hangzhou.

Zhejiang Provincial Administration of Foreign Experts Affairs issued the first batch of 16 "Confirmation Letter for Foreign High-end Talents" to the foreign high-end talent hiring units such as Zhejiang Shuren University, University of Nottingham Ningbo China and ZheJiang MaiDaGene Tech Co. Ltd. The confirmation letters were obtained by academicians from Belarus and Canada and foreign high-end talents imported from various provincial and municipal projects.

Sergey Ablameyko, a professor, guide and academician of the Belarusian State University introduced by Zhejiang Shuren University, obtained the first foreign expert visa of Zhejiang Province.
