President Li Lu Attended the Zhejiang CPPCC People’s Livelihood Consultation Forum to Offer Suggestions on Meeting the Immediate Needs of Caring the Disabled and Mentally Ill Elderly

On August 9, our President Li Lu, Member of the Standing Committee of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, attended the 33rd People's Livelihood Consultation Forum of the 12th Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference and delivered a speech. This forum focused on the consultation and discussion of "accelerating the improvement of the whole-life-cycle health service for the entire people".

At the meeting, Li Lu pointed out that the number and health status of the elderly in Zhejiang Province were worrying, and providing integrated medical and nursing care services became the "last mile" of whole-life-cycle health services for all the people.

In his speech, Li Lu analyzed that the main problems at present were the lack of the combination of medical care and nursing, and the lack of the overall planning system and management mechanism among multiple departments. Therefore, Li Lu suggested to strengthen the overall planning, break policy barriers, improve the diversified coordination mechanism, actively build a multi-department cooperation platform for civil affairs, health care, medical insurance, human resources and social organizations, establish a collaborative promotion mechanism for the combination of medical and nursing care, in order to clearly define the responsibilities of each party, and build incentive mechanisms such as assessment, supervision and performance evaluation. He also proposed to clarify the payment boundary between medical and health services and the elderly care services, set payment standards by category, cancel administrative approval, and replace it with record-type management for the institutions that carry out "medical care during nursing services", allow institutions that provide "nursing services during medical care" enjoy preferential subsidies from the elderly care system. Meanwhile, he suggested the full implementation of long-term care insurance and the establishment of a multi-channel financing mechanism to facilitate the integrated development of medical and nursing care.

Six students from several universities entered the CPPCC conference hall to get a close look at the forum. After the forum, Li Lu had a discussion with these students, answered their questions and affirmed their suggestions. Before the forum, Li Lu led the College Students Social Survey Team of "Comprehensive Assessment of Health Needs of the Elderly" jointly established by 20 undergraduates, masters and doctoral students from Shulan International Medical College of Zhejiang Shuren University and School of Medicine of Zhejiang University, went to Kaihua County to carry out grassroots research lasting for half a month. Therefore, President Li Lu attended the forum with the preliminary results of the social survey to make suggestions and ensure the quality of discussing political affairs.
