On the morning of March 30, the first session of the Ninth People's Congress of Shaoxing City was grandly opened at the Shaoxing Grand Theater. Professor Xia Qing, Dean of our School of Economics and Social Welfare and Chairman of China Association for Promoting Democracy Shuren University Branch, attended the meeting as a deputy.

At the plenary meeting of the Keqiao District delegation to review the report on the work of the government, as a representative of the National People's Congress from a university, Xia Qing, with the theme of "strengthening university-local cooperation and promoting common prosperity", discussed Shaoxing's accelerated realization of the "Five Firsts" and actively offered advice and suggestions for the creation of common prosperity in the new era. She pointed out that the common prosperity was adhering to the people-centered development idea, and its core was to improve the level of development and achieve "prosperity", and to narrow the development gap and promote "sharing". On the one hand, talents are needed to promote innovation, and innovation is necessary to promote development. On the other hand, narrowing the gap in development ability between people is "teaching people how to fish". It is difficult to achieve the above goals without support from education, or guarantee of good education level and teaching quality. It is recommended that the governments enhance cooperation with universities and research institutes, and deeply integrate the industrial chain, innovation chain, education chain, and talent chain; strengthen the cooperation between the government and universities in the fields of education, spiritual culture, and comprehensively improve the cultural quality and technical skills of residents and rural migrants.

During the meeting, Xia Qing also submitted a proposal of Suggestions on Accelerating the Development of Modern Home Services Industry based on the social background of the adjustment of the national childbearing policy, the acceleration of aging and the changes of family structure.
